I think the worst thing he could have done was acknowledge the critics. Not only did he do exactly that, he went HUGELY over the top to prove that he apparently DIDN'T CARE ONE TINY TINY BIT AT ALL about something Noel said as a slight little comment.
"Jay Z at Glasto? No chance."
Those few words were all Gallagher had to say on the matter. This erupted absolute mega discussion, loads and loads of hatred from every media organisation and band towards him and, more importantly, the entire festival was hinged upon this off-hand aside from some irrelevant old man who apparently, no-one cares about.

But if you were Noel Gallagher, you'd be laughing your face off. He's the only person in the music industry who could have caused such a stir. He wasn't even there for fuck's sake, but everything you read had some little comment "let's hope we don't break it" etc. and then the major headliner goes absolutely overboard with his response. Pathetic.
Noel's comment proved two things. Firstly, that he's not irrelevant. Secondly, that the most important person at this year's Glastonbury wasn't Jay Z. It was Noel Gallagher. And he wasn't even there.

I didn't think it was overboard at all. In fact I think it highlighted how over the top the reaction to Noel's comments had gone with all the world leaders (I particularly like Chav ez going mental with the subtitle "I Can't believe he's playing!"
Also, Noel didn't say those few words, he gave an entire interview on it in which he said only guitar bands should headline Glastonbury and that hip hop had no place on the Pyramid stage. Comparing Jay Z's performance and Oasis' on 2004 I think he was very much proven wrong. Still, got him some publicity for his new album of sub Beatles pap.
