i fancy a nice bit of red wine and i'm not sure whether i should bother venturing out. did the 24-hour tesco stores take advantage of the license extension a year or so back, or will i be coming back empty-handed?

this
Shops that sell alcohol are subject to the 'new' 24 hour licencing laws that pubs are, and as such there will be no 'company policy' for Tesco's or anywhere else, since the actual hours they're permitted to sell off-licence will be dictated by the local council to whom each store must apply.
Due to the application procedure (involving public opposition where it happens) it would be quite possible for two stores within a mile of each other, in the same county, to have very different hours, regardless of when the stores are actually open.
yes!
